Why this matters for Penticton

BC Energy Step Code 3 is the minimum on every new Part 3 permit from January 1, 2026. Step 3 maps directly to 50 CMHC MLI Select energy efficiency points via the BC Step Code shortcut. Why does FortisBC CNC require Step 4 declaration?
The FortisBC Commercial New Construction capital incentive of $2.50 per square foot is paid against a Step 4 declaration on the BC Step Code Appendix B checklist. A Step 3 declaration earns zero from this incentive. Pre-construction enrollment before above-ground construction begins is also required.
Does spray foam alone get a 6-storey wood-frame MURB to Step 4?
No. On a 6-storey wood-frame MURB in CZ5, cavity spray foam alone closes about 1.5 kWh/m²/yr of an 8.8 kWh/m²/yr Step 4 TEDI gap. Reaching Step 4 also requires 2+ inches of exterior continuous insulation and likely an HRV upgrade to 85%+ SRE. On a 4-storey building, 5-inch SPF gives a 5.0 kWh/m²/yr Step 4 margin and Step 4 is achievable.
What is the airtightness target for Step Code MURBs?
There is no standalone numeric airtightness threshold for Step 4. The tested blower door result feeds the as-built energy model. Park Edge Vernon came in at 0.20 L/s/m² facade — among the best wood-frame MURB results on record in BC.
